16 Suspected Child Predators Arrested During Sting by Florida Police, DHS

Port Orange Police Department announced the arrests of suspected child predators during an undercover operation known as “Operation Full Throttle” which involved multiple police units across central Florida, as well as federal law enforcement agents. See their official statement, below.

During the course of Bike Week 2025, our Special Investigations Unit completed “Operation Full Throttle”. During this operation, The Port Orange Police Department’s Internet Crimes Against Children Unit (ICAC) conducted a proactive online operation targeting predators who seek to engage in unlawful sexual activity and the exploitation of children. “Operation Full Throttle” was conducted in collaboration with numerous other law enforcement agencies including Department of Homeland Security, Lake City Police Department – Lcflapd, City of South Daytona – Government Police Department, Orlando Police Department, and St. Johns County Sheriff’s Office. The apprehensions and arrests were made possible with the use of the Southeast Volusia Regional SWAT team. During this operation, sixteen (16) subjects were arrested and charged with various offenses related to child exploitation.

Those subjects who were arrested and their associated criminal charges are detailed below:

Frank Hills Jr. (DOB: 01/11/01) – Case # PO250001328.

– Charged with obscene communication with a minor-traveling to meet after using a computer to lure a child.

– Additionally charged with obscene communication-use of a computer to solicit/lure a child.

Darryl Barrs (DOB: 04/11/86) – Case # PO250001332.

– Charged with obscene communication with a minor-traveling to meet after using a computer to lure a child.

– Additionally charged with obscene communication-use of a computer to solicit/lure a child.

Larry Dye (DOB: 07/08/84) – Case # PO250001344.

– Charged with obscene communication with a minor-traveling to meet after using a computer to lure a child.

– Additionally charged with obscene communication-use of a computer to solicit/lure a child.

Jeffery Summers (DOB: 03/12/73) – Case # PO250001351.

– Charged with obscene communication with a minor-traveling to meet after using a computer to lure a child.

– Additionally charged with obscene communication-use of a computer to solicit/lure a child.

Owen Walker (DOB: 05/01/67) – Case # PO250001357.

– Charged with obscene communication with a minor-traveling to meet after using a computer to lure a child.

– Additionally charged with obscene communication-use of a computer to solicit/lure a child.

– Additionally charged with engaging in human trafficking services.

– Additionally charged with possession of cocaine.

– Additionally charged with trafficking in fentanyl.

O’Neil Bryce (DOB: 07/08/96) – Case # PO250001359.

– Charged with obscene communication with a minor-traveling to meet after using a computer to lure a child.

– Additionally charged with obscene communication-use of a computer to solicit/lure a child.

Maurice Gainey (DOB: 05/31/90) – Case # PO250001375.

– Charged with obscene communication with a minor-traveling to meet after using a computer to lure a child.

– Additionally charged with obscene communication-use of a computer to solicit/lure a child.

John Long (DOB: 11/23/69) – Case # PO250001376.

– Charged with obscene communication with a minor-traveling to meet after using a computer to lure a child.

– Additionally charged with obscene communication-use of a computer to solicit/lure a child.

Lauren Chesler (DOB: 07/13/95) – Case # PO250001380.

– Charged with obscene communication with a minor-traveling to meet after using a computer to lure a child.

– Additionally charged with obscene communication-use of a computer to solicit/lure a child.

Guy Vitale (DOB: 10/09/59) – Case # PO250001382.

– Charged with obscene communication with a minor-traveling to meet after using a computer to lure a child.

– Additionally charged with obscene communication-use of a computer to solicit/lure a child.

Miguel Fuentes (DOB: 01/12/83) – Case # PO250001384.

– Charged with obscene communication with a minor-traveling to meet after using a computer to lure a child.

– Additionally charged with obscene communication-use of a computer to solicit/lure a child.

Caleb Wilford (DOB: 05/25/99) – Case # PO250001385.

– Charged with obscene communication with a minor-traveling to meet after using a computer to lure a child.

– Additionally charged with obscene communication-use of a computer to solicit/lure a child.

– Additionally charged with distributing obscene material to a minor.

Harry Pierre (DOB: 01/07/96) – Case # PO250001386.

– Charged with obscene communication with a minor-traveling to meet after using a computer to lure a child.

– Additionally charged with obscene communication-use of a computer to solicit/lure a child.

Jeffrey Shev (DOB: 07/30/54) – Case # PO250001387.

– Charged with obscene communication with a minor-traveling to meet after using a computer to lure a child.

– Additionally charged with obscene communication-use of a computer to solicit/lure a child.

Joseph De Lustro (DOB: 03/22/82) – Case # PO250001389.

– Charged with obscene communication with a minor-traveling to meet after using a computer to lure a child.

– Additionally charged with obscene communication-use of a computer to solicit/lure a child.

Joseph Lugo was also arrested by Pasco Sheriff’s Office after he contacted and solicited an ICAC Task Force member. The South Daytona Police Department also filed additional charges against that individual under their case # SD250300035.

It should also be noted that during this investigation, Jeffery Summers was determined to be an employee of Horizon Elementary School in Port Orange, Florida. Horizon Elementary and the Volusia County School Board have been made aware and are taking appropriate action.
