Back to School: More Families Are Walking Away From Public Schools

Over the last several years, enrollment in Florida public schools has been on the decline, while enrollment in the school choice movement has been rising.

According to Step Up for Students, a record 53% of Florida’s K-12 students use education choice options and more families are deciding that traditional public school isn’t the right fit.

Since 2019, public school enrollment has dropped by more than 1.4 million students nationwide. Homeschooling has remained well above pre-pandemic levels, with an estimated 3.4 million K-12 students now learning at home, while charter schools, private schools and other education options continue to grow. Federal projections show U.S. public school enrollment is expected to fall below 49 million students for the first time in years, with enrollment projected to decline by roughly 5% between 2022 and 2031.

“Parents aren’t making these decisions based on one issue. They’re looking at the whole picture,” said behavioral scientist and school safety consultant Dr. Gino Collura.

Dr. Collura says families are paying closer attention to school climate, student behavior, mental health, discipline, and whether their children actually feel connected at school.

“Parents are asking different questions than they were five or ten years ago,” says Dr. Collura. “Academic performance still matters, but so does emotional well-being, safety, and whether a child feels like they belong. Those factors are driving more educational decisions than many people realize.”

Collura says there are questions that education officials just continue to ignore, like why public-school enrollment continues to decline years after the covid pandemic

And what’s really driving families toward homeschooling, charter schools and other alternatives

“This isn’t about choosing sides in the education debate. It’s about understanding why so many families are making different choices and what those decisions say about the changing expectations parents have for schools today,” Collura said.
