Florida Bill Seeks to Regulate Sales of Legal Vapor Products In State

Supporters of Florida Senate Bill 1006 and House Bill 1007 support the legislation they say would create a well-regulated marketplace for the sale of legal vapor products in Florida.

JUUL Labs, an American electronic cigarette company, favors the legislation. JUUL says the bill focuses on the key areas that companies like theirs would uphold and participate in, such as well-regulated nicotine in the marketplace across Florida and the rest of the country.

JUUL also supports other measures, including:

  • Tobacco 21 laws.
  • Restricting flavors to tobacco and menthol.
  • Limiting the number of products consumers can buy at one time.
  • Enabling retail partner compliance.
  • Submitting a locked menthol product application to the Food and Drug Administration (FDA).

Florida is the number one destination for sales of illegal vapor products in the U.S., most of which are imported illegally via Florida ports from China and are sold with youth-appealing packaging and flavors.

JUUL says they have invested significantly in product development, regulatory science, manufacturing quality controls, and compliance programs.

A core element of a well-regulated vapor marketplace is a system that enables the sale of legal products to adult smokers while simultaneously combating underage use. JUUL’s Underage Use Prevention efforts are multi-pronged and are underpinned by new product innovation and programmatic interventions.
