Gunster Launches Arrow Group, Creating New Voice in Government Affairs

Gunster is pleased to announce the next phase of its strategic growth in government affairs and public policy through the addition of lobbyists and consultants from Anfield Consulting.

Effective Jan. 7, 2025, this strategic partnership will move forward as Arrow Group—a new and distinctive voice in government affairs consulting.

“The addition of this talented team will significantly expand our statewide presence in public policy consulting while preserving Gunster’s commitment to serving our clients’ diverse needs through our deep subject matter expertise across all levels of government,” Gunster Managing Shareholder Bill Perry said.

Based in Tallahassee and equipped with statewide reach, Arrow Group officially launches January 7, ahead of the start of the 2025 legislative session to ensure it’s well positioned for the upcoming year.

With the direction and decisiveness its name evokes, Arrow Group stands to be an innovative, relationship-rich alternative in Florida’s advocacy space, leveraging extensive connections and a nothing-is-impossible mindset to produce tailored strategies and results with lasting impact. The newly combined group will work with clients across all regulated industries, including but not limited to energy and utilities, healthcare, land use, transportation, environmental, water, banking and finance, and telecommunications.

Albert Balido, former head of Anfield Consulting, will lead Arrow Group along with Ron Brisé, who will serve as a Senior Policy Advisor.

“We’re thrilled to combine over 30 years of statewide experience with the unparalleled subject matter expertise of Gunster’s government affairs team,” Balido said.

Balido brings more than three decades of advocacy to his new position. Since 2002, he has served at the forefront of lobbying some of the most contentious legal issues on behalf of Florida consumers and tackled some of the biggest issues facing today’s healthcare industry, including managed care and scope of professional practice issues. During his six years as a staff member in the Florida House of Representatives, Balido had direct involvement in the development of public policy on a wide scale, primarily focusing on health care, children and families, local government, and budget issues.

Brisé, a former state legislator and former chair of the state’s Public Service Commission, is an accomplished senior executive, with more than 20 years of experience helping public and private clients navigate the telecom, energy, utilities, government and business arenas.

In the last few years, Gunster has experienced explosive growth across its premier business law platform, further strengthening its position as the dominant law firm in Florida. The firm continues to recruit exceptional talent in its 12 networked statewide offices while leading Florida forward.
