Governor Ron DeSantis announced that the winner of the Ronald Reagan Presidential Debate at next year’s Florida Civics and Debate Initiative (FCDI) State Championship will receive a $50,000 scholarship and a trophy named in honor of Charlie Kirk, recognizing the importance of respectful and principled debate.
The runner-up will earn a $25,000 scholarship, while the two semifinalists will each take home $15,000, and the four quarterfinalists will each receive $10,000.
“We have worked hard to make Florida the national model for civics education,” said Governor DeSantis. “The Florida Civics and Debate Initiative reflects our commitment to fostering students’ appreciation for America’s founding principles. The champion of the next FCDI state championship will take home the Charlie Kirk prize, renamed in honor of a young man who embodied patriotism, civil discourse, and open debate. These scholarships are a fitting tribute to his legacy.”
Education Commissioner Anastasios Kamoutsas praised the announcement, saying Florida continues to lead the nation in civics instruction.
“With the addition of the Ronald Reagan Presidential Debate into FCDI, students have even more opportunities to showcase their civics knowledge while engaging in respectful discourse,” Kamoutsas said. “Through FCDI and our Civics Literacy Excellence Initiatives, we’re ensuring the next generation understands America’s founding principles and is equipped to preserve them.”
Philanthropy and National Recognition
The scholarships were made possible through a ten-year philanthropic commitment from Patricia Duggan of Clearwater, matched by the Florida Prepaid Foundation, effectively doubling their value. The Ronald Reagan Foundation will also invite the winner and runner-up to attend the National Ronald Reagan Presidential Debate in California.
The FCDI State Championship is scheduled for April 5, 2026, at New College of Florida in Sarasota. Thousands of Florida students will compete, engaging in debate and demonstrating civic virtues that reflect Florida’s growing reputation for excellence in civics education.
Statewide Expansion Under DeSantis
When the initiative began in 2020, only 59 teams in 11 districts participated. Under Governor DeSantis’ leadership, FCDI has now expanded to more than 330 teams across all 67 school districts, including over 125 new teams. Students this year will take part in over 30 tournaments statewide.
Florida’s Civics Literacy Excellence Initiative
Governor DeSantis’ broader civics education reforms include:
- A civic literacy assessment for all high school U.S. Government students (since 2021–22).
- A civic literacy competency requirement for all students entering Florida colleges and universities since 2018–19.
- Revised K–12 Civics and Government standards, implemented statewide beginning in 2023–24.
- The Civics Seal of Excellence Endorsement, providing first-of-its-kind teacher training aligned with updated standards.
- A comprehensive K–12 Civics curriculum, available as both a core resource and supplemental tool.
- Integrated civics instruction across other subjects, ensuring foundational knowledge for all students.
- Ongoing professional development through Regional Civics Literacy Directors and Coaches who provide in-person support to teachers.
Florida officials say these programs are cementing the state’s reputation as a national leader in civics education, preparing students to become informed, engaged citizens ready to safeguard the nation’s founding principles.
