Advocates Continue To Tout Florida’s Legal Reform as the Answer To Lower Insurance Premiums

Former Florida State Rep. and now current state chair of America First Policy Institute Bob Rommel sat down with Florida Daily giving his analysis on the current state of the insurance and legal reforms that have taken affect over the last few years.

Rommel credits the legal reform as the main driver for rates seeing a decline in Florida. But also notes that more companies entering the market, are also helping by stabilizing cost.

“On the lawsuit reforms of 2023, a lot of people said they would not work.  But here we are 3 years later, and lawsuits have dropped 23% in 2024 and then another 25% in 2025,’ said Rommel.

Rommel says the latest data shows Florida’s car and home insurance market has improved significantly.  Nearly 20 new companies have entered Florida’s insurance market in the last year, and more are on the way. 

Citizens Property Insurance, the state run insurer of last resort, now has 50% less policies than they did in 2024.  Rommel says this is the lowest it has been in over 10 years.  Furthermore, most Citizens Property policyholders will be able to expect an almost 10% reduction in premium in the next year.

After years of pushing rate hikes, Citizens Property Insurance Board seeks a major decrease in rates for homeowners insurance.

Other Home Insurance Companies Plan Florida Rate Decreases for 2026

Companies proposing premium decreases for 2026 include:

• State Farm filed for a 10% rate reduction statewide

• Florida Peninsula Insurance proposes an average reduction of 8.4%

• The Patriot Select Insurance Company plans to reduce premiums by 11.3%

Rommel says its not just property insurance but auto insurance is also decreasing.

GEICO plans to cut rates by 10.5%

Progressive by 8.1%

State Farm by 6%

All State and USAA both anticipate a 6.5 rate reduction

Lawsuit Reform Works Directly and Immediately.

Lawsuit Reforms of 2023 are gradually making insurance more affordable.

The share of lawsuits against Citizens Property Insurance Corp. originating from South Florida has declined sharply.

The percentage of cases filed in state circuit courts against Citizens Property Insurance from Broward, Palm Beach and Miami-Dade counties declined from 88% in 2020 to 55% during the first seven months of 2025.

    It’s easy to reduce rates when you have been gouging everyone for decades. The only thing the reforms did is take away the rights of the people to hold the giant insurers liable. Just like I am sure you won’t publish this post.
